."

~.1

.

Nemorandum
June 2, 1980

.

To: Roland C. Fischer
Colorado River Water Conservation District
Kenneth Kenney ,
Water Users Association # 1

From: Western Engineers, Inc.

Re: Reference to water supply in draft environmental impact
statement-Noon Lake Power Plant-Units 1 and 2 by Bureau
of Land Management and Rural Electrification Adminis-
tration.

Note: Unless otherwise specified the figures and other infor-
mation in the text below were taken from the draft EIS.

oeseret's Preference
The proposed power plant is to be constructed by the Deseret
Generation and Transmission Cooperative (Deseret) of Sandy, Utah.
Deseret's preferred location is the Bonanza site 6 3/4 miles north-
west of Bonanza, Utah. Deseret would prefer to pipe water approxi-
mately 19 miles from a collector-well system located beside the Green
River (about 2~ miles upstream from Walker Hollow) to the Bonanza
site. About 17,470 ac~e-feet of water per year would be pumped
under a 30 c.f.s. (21,720 acre-feet/year) righ~. A 400 acre-
feet water storage reservoir would be constructed at the plant

site.

Water for the Deserado.Nine would be pumped from two wells
drilled into alluvium adjacent to the \1hite River in Colorado.
Under Moon Lake's 6 c.f.s. (4,344 acre-feet/year) consumptive-
use right 196.8 acre-feet per year would be pumped. According
to the water rights list this is an absolute water. right with a
priority date February 17, 1947.

Coal-Slurry Pipeline
If a coal-slurry pipeline is to be used to transport the
coal to the Bonanza site from the Dl'lSerado Mine one generating
unit would require 810 acre-feet per year, and two units would
need 1,375 acre-feet per year. If 196.8 acre-fqet per year
were used at the mine and 1,375 acre-feet per year used for
coal slurry, 34% of Moon Lake's consumptive-use right from the
White River in Colorado would be utilized. .
