Specifically, this responds to a letter dated December 4, 1995, from Mr. Charles BIosten, Public Services Director, City of Littleton, regarding the effective FIS report and Flood Insurance Rate Map (FIRM) for the City of Littleton, Colorado. Mr. BIosten requested that the Federal Emergency Management Agency (FEMA) revise the effective FIRM to show the effects of more detailed hydrologic and hydraulic analyses of Upper Slaughterhouse Gulch from approximately 575 feet downstream of Fox Street to approximately 700 feet upstream of South Broadway. The reach of Upper Slaughterhouse Gulch upstream of Fox Street was studied by approximate methods when the effective FIS report and FIRM were developed. The revised analyses reflect the effects of the Grant Street Detention Pond (upstream of the area affected by the requested revision), the existing storm sewer system, and development along Upper Slaughterhouse Gulch. All data required to complete our review of this request were submitted with Mr. BIosten's December 4 letter and a letter dated January 30, 1996, from Mr. Fred Bromberger, Engineering Division, City of Littleton. Because this Letter of Map Revision (LOMR) incorporates more detailed information and shows the effects of a publicly sponsored flood-control project that reduces flooding to existing development, fees were not assessed for the review. We have completed our review of the submitted data and the flood data shown on the effective FIRM, and have revised the FIRM to modify the elevations, floodplain boundary delineations, and zone designations of a flood having a I-percent chance of being equaled or exceeded in any given year (base flood) along Upper Slaughterhouse Gulch from approximately 575 feet downstream of Fox Street to approximately 700 feet upstream of South Broadway. As a result of the revised analyses, the base flood elevations (BFEs) increased from approximately 575 feet downstream to just downstream of Fox Street. The maximum increase in BFE, approximately 5 feet, occurs near the upstream end of the Powers Park Pond. The increased BFEs are contained within the pond and no structures are affected. BFEs were added to the FIRM for the reach of Slaughterhouse Gulch from just downstream of Fox Street to approximately 700 feet upstream of South Broadway.
