Daubert <br /> <br />DATE: October' 30, 198'/ <br /> <br />SUBJECT: Public Use Facilities Cost and Suballocation- <br />Head.,San Luis Lakes-Closed Basin Division <br /> <br />By letter. dated August 28. 1987, Mr. Bob Clark, DOW <br />submitted a table suballocating the costs of public use <br />facilities for the Head-San Luis Lakes area which showed a <br />breakdown of the total estimated costs allocated to Federal <br />(USBR) and State agencies (CWCB and DOW) , Following review of <br />this proposed suballocation, the 8ureau with its letter of <br />October 1, 1987. submitted a revised suballocation table which <br />according to the transmittal letter properly reflects the <br />suballocation procedures as prescribed by the Federal Project <br />Recreation Act, Public Law 89-'/2, as amended. <br /> <br />Based on this suballocation, the State's share of the cost <br />of the facilities ~Joulel total $763, lOO-:--TIle- Boar'd' s shar'e <br />would amount to $621,~7~, DOW's share would total $141.525. <br />These amounts include state overhead of 25 percent and BR <br />overhead of 5 percent, <br /> <br />Before co~nenting on the suballocation, a brief background <br />r'(~')iew of the following commitments <\nd agr'eements would be <br />appr'opriate: <br /> <br />1. Public Law 92-514, authorizing the Closed Basin Division <br />provides that the state owned lands required for project <br />facilities be conveyed to the United States at no costs to <br />the Bureau of Reclamation, The Board has assumed this <br />responsibility and is acquiring state school lands in the <br />project area from the State Land Board and will convey <br />these lands to the United States. <br /> <br />2. In a Right-of-Way Agreement, elated 1/8/79 the State Board <br />conveyed 2,054,3 acres of land to the DOW in the Head-San <br />Luis Lakes area, the land so conveyed to be developed as a <br />wildlife management area, The appraised value of these <br />lands ($85/acre) totaled $175,000. This transaction was <br />completed well ahead of the development of the Master Plan. <br /> <br />~138E <br />
