Senate Bill 537 passed by the General Assembly in 1979 <br />authorized the Board to expend $500,000 for land purchase <br />and recreation and fish and wildlife facilities in the <br />Closed Basin Diversion. Senate Bill 27, passed in 1986. <br />inc~eased authorized eWCB funds for the Closed Basin <br />Div.tsion to $625,000, <br /> <br />4. Memorandum of Understanding concerning the fish and <br />wildlife and recreation enhancement facilities of the <br />Closed Basin Divirsion was executed in October 1984 by the <br />Executive Director, DNR, and the Directors of the Board and <br />DOW. A pertinent provision of the MOU provided that the <br />DOW would expend up to $204,000 (expressed in October 1982 <br />prices) for the reimbursable costs allocable to fish and <br />wildlife. (The $204,000 indexed to 1987 prices would total <br />$238,300. (Increase of 16.8 percent based on ENR cost <br />index) <br /> <br />5. P.L. 98-570 passed by the U.S. Congress in October 1984 <br />amended the authorizing legislation by deleting the <br />proposed Mishak National Wildlife Refuge and substituting <br />the Russell Lakes Waterfowl Management area and furnishing <br />a water supply for the latter by purchase of required lands <br />with appurtenant water rights. Included in the Russell <br />Lake area are 720 acres of school land which the Board must <br />purchase and convey to the Bureau at a cost of $61,200. <br /> <br />6. Due to apparent disagreement between the Bureau and the DOW <br />based on the reluctance of the DOW to convey lands it owns <br />in the Russell Lakes area to the Bureau, the Bureau is <br />proposing that the Board purchase one additional section <br />(640 acres) of school land in the Russell Lakes area, This <br />additional land would add $54,400 to the Board's cost. <br /> <br />7, A Lease Agreement and Contract between the United States <br />and the state of Colorado for repayment of the separable <br />costs for recreation and fish and wildlife enhancement <br />facilities in the Head-San Luis Lakes area and for OM&R of <br />such facilities was executed on February 21, 1985. This <br />document obligated the state (CWCB) to pay $375,000 for <br />separable recreation and fish and wildlife enhancement <br />facilities in the Head-San Luis Lakes area. This agreement <br />was signed by the Executive Director DNR, and by the <br />Directors of the Board and the Division of Wildlife. <br /> <br />8.
