At its August 7, 1997, meeting, the Board had a staff briefing <br />and public comment session on the status of ongoing analysis of the South <br />Boulder regulatory floOdplain. The Board was seeking background <br />information as to why nearly 2,000 city households had received notices <br />earlier in the year indicating that their properties might be impacted <br />by a possible revision of. the regulatory flood plain based on errors <br />uncovered in previous flood plain analyses. <br /> <br />2. At the August meeting, staff informed the Board of a proposed <br />cooperative study sponsored by the Urban Drainage and Flood Control <br />District (District), University of Colorado (CU), Boulder County (County) <br />and the City of Boulder (City). The effort was expected to produce a <br />master plan for dealing with flooding hazards on South Boulder Creek from <br />its confluence with Boulder Creek to a point upstream of U.S 36. Without <br />a formal vote, the board expressed its general support of city <br />participation in the development of the master plan under an <br />intergovernmental agreement. <br /> <br />3. Since the Board's August meeting, there have been ongoing <br />correspondence and dialogue between the parties to the proposed master <br />plan study but no agreement has been reached and no contract has been <br />awarded for the development of a master plan. <br /> <br />4. A significant controversy exists concerning the <br />appropriateness of Federal Emergency Management Agency (FEMA) <br />certification of an existing embankment as a flood protection levee on <br />property now owned by CU. This controversy appears to be holding up <br />cooperation by the District, CU, County and City on the initiation of the <br />master plan study. <br /> <br />5.
