The Board held a public hearing on the matter on November 6, <br />1997, at the Municipal Service Center at 5050 East Pearl Street. <br /> <br />7. Notice of the hearing was publishod in the Sunday Daily Camera <br />on November 2, 1997, and was posted as required by law. <br /> <br />8. Staff presented a summary of the project, and members of the <br />public were given the opportunity to comment and ask questions about the <br />Project. Four citizens offered comments on the matter, all of which have <br />been actively involved with the issue for many years, three commenting <br />within their professional areas of expertise from either an engineering <br />or scientific background. <br /> <br />9. The Board entered deliberations at the November 6, 1997, <br />hearing and reached general agreement on the substance of its <br />recommendation on the matter. The Board chair was instructed to reduce <br />the Board's sentiments to writing and circulate a draft resolution for <br />Board comment prior to its regular meeting on December 4. 1997. Board <br />members were encouraged to offer their suggestions on the working draft <br />prior to the Board's December meeting. <br /> <br />10. The Board reconvened its deliberation of this matter at its <br />regular meeting on December 4, 1997, after notice of the hearing was <br />published in the Sunday Daily Camera on November 30, 1997 and was posted <br />as required by law. <br /> <br />11. After considering the staff presentation, public input and <br />comments from the Board, the Board makes the following recommendation on <br />a flood plain study and development of a flood plain master plan for <br />South Boulder Creek: <br /> <br />RESOLUTION <br /> <br />The Water Resources Advisory Board hereby: <br /> <br />A. finds that the South Boulder Creek flood plain hazards <br />constitute a serious threat to the public safety of a large number of <br />City residents and that City residents deserve to be included in the <br />process of considering the flood risks and flood riSk management in the <br />South Boulder Creek flood plain; <br /> <br />B. concludes thllt timely evaluation and analysis of South Boulder <br />Creek flooding riSks and its management should be a high prioricy for the <br />City and is a matter that needs to be addressed by the new City Council <br />without undue delay; <br /> <br />C. recommends that the City participate in a comprehensive and <br />interdisciplinary analysis of the flooding risks in South Boulder Creek <br /> <br />WlW5 RO'. 97-06 <br />December 4, 1997 <br />PagE 2 of 4 <br />
