<br />Irion Hyd.I2II0/87 <br /> <br />Dale: 12110/87 Tim.: ":28:28 <br /> <br />, "- <br />~. <br /> <br />TEL: <br /> <br />Dee 10 97 <br /> <br />POI. hl4 <br />14:23 No.OOS P.03 <br /> <br />from its confluence with Boulder Creek upstream through the urban and <br />urbanizing flood plain, in cooperation with other jurisdictions <br />including, but not limited to: 1) Urban Drainage and Flood Control <br />District; 2) Boulder County: 3) University of Colorado; 4) Federal <br />Emergency Management Agency; and 5) Colorado Department of <br />Transportation. <br /> <br />D. recommends that the City utilize the study to develop a master <br />plan for dealing with the flood risks and developing a definitive program <br />and strategy to remediate the flood risks in the South Boulder Creek <br />flood plain; <br /> <br />E. recommends that the suggested study incorporate a robust <br />public participation process from beginning to end. to ensure that <br />citizen concerns in the matter have a fair opportunity to be heard and <br />be incorporated into the study and management plan where appropriate; <br /> <br />F. declines to involve itself in the issues surrounding the <br />ultimate land use of the CU Flatirons property and recommends that the <br />technic..l study proceed with all deliberate speed and consider all <br />reasonable flood management alternatives for the South Boulder Creek <br />flood plain, without regard to whether specific final decisions <br />concerning the Ultimate use of the CU Flatirons Property have been made <br />by others; <br /> <br />G. declines to offer specific technical recommendations at this <br />time with regard to previously proposed future studies, except to suggest <br />that any study on this matter specifically address the concerns and <br />recommendations incorporated in this resolution; <br /> <br />H. suggests that the results of the proposed comprehensive <br />intergovernmental flood plain study be incorporated into a revised City <br />Comprehensive Drainage utility Master Plan, with regard to establishing <br />funding priorities for the City's Flood Control UCility. <br /> <br />The Board requests thac staff provide a copy of this resolucion to <br />the City Manager and City Council at its earliest convenience. <br /> <br />Membar Hillery seconded tha motion and the vote was as follows: <br /> <br />Cal Youngberg <br />Paul Komor <br />Jeannette Hillery <br />Peter Gowen <br />Robert Fiehweg <br /> <br />absent <br />aye <br />aye <br />aye <br />aye <br /> <br />WAAR ito". 97.06 <br />DeCemb(!r.' 4, 1997 <br />Page 3 of 4 <br />
