<br />tlJIIlO MA~~'@ <br />~ ~ <br />...:l " i--I <br />~ > <br />'" 0 0 <br /> <br />Federal Emergency Management Agency <br />Washington, D.C. 20472 <br /> <br />FEB 1 1 2002 <br /> <br />CERTIFIED MAIL <br />RETURN RECEIPT REQUESTED <br /> <br />IN REPLY REFER TO: <br />Case No,: 02-08-060R <br /> <br />The Honorable Chip Steger <br />Mayor, City of Sterling <br />City Hall <br />P,O, Box 4000 <br />Sterling, CO 80751 <br /> <br />Community: City of Sterling, CO <br />Community No,: 080294 <br /> <br />104 <br /> <br />Dcar Mayor Steger: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) comment on the <br />effects that a proposed project would have on the effective Flood Insurance Rate Map (FIRM) and Flood <br />Insurance Study (FIS) report for your community in accordance with Part 65 of the National Flood <br />Insurance Program (NFIP) regulations, In a letter dated November 13,2001, Mr. Ron Enserro, P,E., <br />ICON Engineering, Inc" requested that FEMA evaluate the effects that the proposed Pawnee Creek <br />Overflow Interceptor Channel (proposed project), designed to collect the Pawnee Creek Overflow and <br />transport it directly to the South Platte River, would have on the flood hazard information shown on the <br />effective FIRM and FIS report. The proposed project will consist of approximately 12,000 linear feet of <br />grass-lined channel with a bottom width varying from 80 feet to 260 feet, a minimum side slope of3: I, <br />and a depth of approximately 7,0 feet. The proposed channel will be located in Logan County, just north <br />of County Road 22.5, and will parallel the road starting approximately 1,000 feet east ofthe west <br />boundary of Section 12 (Township 7 North, Range 53 West); crossing U.S, Highway 6 (US6) and the <br />Union Pacific Railroad (UPRR); and extending approximately 5,400 feet farther. The project also will <br />include two new bridges at the crossings of the UPRR and US6, respectively, Along the Pawnee Creek <br />Overflow, the boundary delineations of the Special Flood Hazard Area (SFHA), the area that would be <br />inundated by the flood having a I-percent chance of being equaled or exceeded in any given year (base <br />flood), shown on the effective FIRM are based on the report entitled "Flood Plain Information and <br />Drainage Plan for Sand Creek and the Pawnee Creek Overflow at Sterling, Colorado," prepared by <br />Resource Consultants Inc" dated May 1983. This report outlined the independent boundaries of the <br />SFHAs for the Pawnee Creek Overflow, Sand Creek, Pioneer Drainage Ditch, and the South Platte River. <br /> <br />All data required to complete our review of this request for a Conditional Letter of Map Revision <br />(CLOMR) were submitted with letters from Mr. Enserro. <br /> <br />Because this CLOMR request also affects the unincorporated areas of Logan County, a separate CLOMR <br />for that community was issued on the same date as this CLOMR, <br /> <br />We reviewed the submitted data and the data used to prepare the effective FIRM for your community and <br />determined that the proposed project meets the minimum floodplain management criteria of the NFIP. <br />We believe that, if the proposed project is constructed as shown on the submitted topographic work map <br />entitled "Pawnee Creek Overflow Interceptor Channel, Plan and Profile Workmap," prepared by ICON <br />Engineering, Inc" dated October 200 I, and the data listed below are received, a revision to the FIRM <br />would be warranted, <br />
