Specifically, this responds to a letter dated <br />February 27, 1996, from Mr. Bill DeGroot, P.E., Chief, Floodplain Management Program, Urban <br />Drainage and Flood Control District, regarding the effective FIS report and Flood Insurance Rate Map <br />(FIRM) for the City of Aurora, Colorado. Mr. DeGroot requested that the Federal Emergency <br />Management Agency (FEMA) revise the effective FIRMs for the City of Aurora and the City and County <br />of Denver, Colorado, to reflect the effects of the Westerly Creek Dam and chantlel improvements along <br />Westerly Creek and to incorporate the results of more detailed hydrologic and hydraulic analyses of <br />Westerly Creek from just upstream of the Kelly Road Dam to Havana Street. The corporate limits of the <br />City of Aurora cross Westerly Creek approximately 1,400 feet downstream of Havana Street. <br /> <br />All data required to complete our review of this request were submitted with Mr. DeGroot's February 27 <br />letter. Because this Letter of Map Revision (LOMR) shows the effects of a publicly sponsored <br />flood-control project that reduces flooding to existing development and incorporates more detailed <br />information, fees were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM, and <br />have revised the FIRM to modify the elevations, floodplain boundary delineations, and zone designations <br />of a flood having a I-percent chance of being equaled or exceeded in any given year (base flood) along <br />Westerly Creek from approximately 1,400 feet downstream of Havana Street to just downstream of Havana <br />Street and to add the base floodplain and elevations associated with the Westerly Creek Overflow. This <br />revision also corrects the corporate limits shown on the FIRM for the City of Aurora. <br /> <br />The base flood elevations (BFEs) decreased along Westerly Creek from approximately 500 feet <br />downstream to just downstream of Havana Street. The maximum decrease in BFE, approximately 1.8 feet, <br />occurs approximately 400 feet downstream of Havana Street. In addition, BFEs were added along <br />Westerly Creek and Westerly Creek Overflow to reflect the results of the detailed hydrologic and hydraulic <br />analyses performed for this revision. From approximately 850 feet downstream of Havana Street to the <br />corporate limits approximately 1,400 feet downstream of Havana Street, the base flood discharge is <br />contained within the channel of Westerly Creek.
