WHEREAS, a floodplain information report entitled "Flood
Hazard Area Delineation, Boulder and Adjacent County
Drainageways, " dated May, 1987, was prepared by Greenhorne and
O'Mara, Inc., at the request of the City of Boulder, the Board
of County Commissioners of Boulder County, and the Urban
Drainage and Flood Control District; and

WHEREAS, the Colorado Water Conservation Board, as requested
by the City of Boulder, Boulder County, and the Urban Drainage
and Flood Control District, by Resolution No. 281 adopted
October 1, 1987, approved and designated the floodplains
described in said report; and

WHEREAS, a new report entitled "Request for Letter of Map
Revision, Skunk Creek," dated January, 1989, has been prepared
by Love & Associates, Inc., at the request of the University of
Colorado at Boulder; and

WHEREAS,

WHEREAS, the City of Boulder, Colorado, has requested the
Colorado Water Conservation Board to designate and approve the
floodplain areas as set forth in the aforesaid new report; and

WHEREAS, Section 37-60-l06(1)(c), Colorado Revised Statutes,
requires the Colorado Water Conservation Board to assist in the
prevention of floods and flood damages therefrom; and

WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised
Statutes, provide that such legislatiVe bodies of local
jurisdictions may provide zoning regulations for land uses on or
along any storm or floodwater runoff channel or basin only after
designation and approval by the Colorado Water Conservation
Board; and
