The overall <br />purpose of SPDSS is to provide state officials and water users with a creditable and efficient set of <br />tools with which, to plan, develop and manage the water resources in the South Platte, North Platte <br />and possibly the Republican River Basins. <br /> <br />The Colorado Water Conservation Board (CWCB) and the Colorado Division of Water Resources <br />(CDWR) are currently conducting a feasibility level study to identify the purposes for, uses of, users, <br />model components, data bases and data requirements, costs and schedule for developing SPDSS. <br />The Feasibility Study will identify a preferred alternative that meets water user needs and has the <br />best probability of success. The preferred alternative becomes the "road map" that will guide SPDSS <br />development over the next several years.' This grant request is for funding to "jump-start" the <br />collection of data for SPDSS without which model development can not proceed in an efficient <br />manner. A draft data collection report dated December 2000 is available to guide the early data <br />collection efforts and well be finalized prior to any expenditure of funds. <br /> <br />Backeround <br /> <br />The CWeB in cooperation with the CDWR has developed the Colorado pjver Decision Support <br />System (CRDSS) and is in the second year of a three.year development program for the Rio Grande <br />Decision Support System (RGDSS). These two systems have been combined to create the Colorado <br />Decision Support System (CDSS). The agencies are now embarking on the development of SPDSS, <br />which wi II be the third and largest piece of CDSS, This leaves only the Arkansas DSS to complete. <br /> <br />I <br />
