South Platte River Decision Support System (SPDSS)

Introduction

The Board will be asked to approve a staff recommendation authorizing the expenditure of
$2,000,000 from the Construction Fund to initiate data collection for the SPDSS. The overall
purpose of SPDSS is to provide state officials and water users with a creditable and efficient set of
tools with which, to plan, develop and manage the water resources in the South Platte, North Platte
and possibly the Republican River Basins.

The Colorado Water Conservation Board (CWCB) and the Colorado Division of Water Resources
(CDWR) are currently conducting a feasibility level study to identify the purposes for, uses of, users,
model components, data bases and data requirements, costs and schedule for developing SPDSS.
The Feasibility Study will identify a preferred alternative that meets water user needs and has the
best probability of success. The preferred alternative becomes the "road map" that will guide SPDSS
development over the next several years.' This grant request is for funding to "jump-start" the
collection of data for SPDSS without which model development can not proceed in an efficient
manner. A draft data collection report dated December 2000 is available to guide the early data
collection efforts and well be finalized prior to any expenditure of funds.

Backeround

The CWeB in cooperation with the CDWR has developed the Colorado pjver Decision Support
System (CRDSS) and is in the second year of a three.year development program for the Rio Grande
Decision Support System (RGDSS). These two systems have been combined to create the Colorado
Decision Support System (CDSS). The agencies are now embarking on the development of SPDSS,
which wi II be the third and largest piece of CDSS, This leaves only the Arkansas DSS to complete.
