It has been the tool <br />used to analyze the states ability to provide water for endangered species whife assuring that existing <br />water users are not adversely impacted and protecting Colorado's ability to fully develop its compact <br />apportionment's. We have been able to use the CDSS tools to illustrate to both federal agencies and <br />water users the effective limitations of Colorado's water resources as well as opportunities for <br />compromise. <br /> <br />Proiect Obiective <br /> <br />The overall purpose of SPDSS is to provide state officials and water users with a creditable and <br />efficient set of tools with which to plan, develop and manage the water resources in the South Platte, <br />North Platte and possibly the Republican River Basins. Based on the CRDSS (completed) and the <br />RGRDSS (nearing completion), SPDSS is envisioned to be a data centered system and include <br />surface and groundwater models, a consumptive use ~odel, an overall water budget model, and <br />water right administration and analytical tools. The project when completed will improve water <br />management and development opportunities throughout the basins. SPDSS well allow better <br />coordination between: (1) ground water-recharge and storage projects, (2) water right and South <br />Platte River Compact administration, and (3) identification of opportunities to benefit biological <br />species of concern in Colorado and participation in the Platte River Cooperative Agreement. <br /> <br />An Advisory Committee has been established to help guide both the Feasibility Study and <br />development of SPDSS. Funding from this grant will allow the CWCB and CDWR to complete the <br />Feasibility Study and begin collecting the necessary data prior to any model development. SPDSS in <br />conjunction with CDSS will enable decision makers to evaluate the most effective means of <br />developing and managing Colorado's water commitments consistent with state law, interstate <br />compact and sound water management principles. <br /> <br />Project Scope <br /> <br />The geographic focus of SPDSS is the entire South Platte, North Platte and possibly Republican <br />River Basins. <br /> <br />A detailed scope of work for initiating the data collection efforts will be prepared based on the Final <br />Data Collection Report and a preliminary draft of the Feasibility Study. The scope of work will meet <br />the criteria established for CDSS and be fully compatible with the existing Decision Support <br />Systems. <br /> <br />Discussion <br /> <br />The management of South Platte flows to ensure that water is available for beneficial use in <br />Colorado, consistent with the South Platte Compact and the three state Cooperative Agreement <br />commitments are clearly issues of statewide interest.
