<br />. <br /> <br />. <br /> <br />. <br /> <br />ewe STUDY BILL <br /> <br />The following is a preliminary draft of a "study bill" designed to address the pending <br />water transfer issues. It would be incorporated into the CWCB "projects" bill. <br />SECTION _' Water Supply Study. <br />(1) Colorado Water Conservation Board is hereby authorized to conduct a study for <br />the purpose of identifying both future water supply demands within the state and alternatives for <br />meeting those demands. In the completion of such study, the Colorado Water Conservation <br />Board shall collect and review existing water resource planning studies previously undertaken by <br />the Board and others and supplement the same as found to be necessary, The study findings <br />shall be reflected in a report which shall identify the following: <br />(a) future projected consumptive use requirements within each major river basin <br />in Colorado as defined under C.R.S. ~ 37-92-201; <br />(b) potential instream flow demands within each such basin; <br />(c) water supply sources available to meet such requirements and demands, <br />including but not limited to: <br />(i) unappropriated waters; <br />(ij) groundwater supplies; <br />(iii) water conservation practices; <br />(iv) coordinated infrastructure operations; <br />(v) new storage facilities; <br />(vi) water leasing and water banking opportunities; and <br />(vii) conditional water rights. <br />In addition to the above, the study shall also identify potential constraints upon future <br />water supply development, including: <br />(a) environmental regulations, including, but not limited to, those arising under <br />the federal Endangered Species Act and Clean Water Act; <br />(b) social and economic impacts of water development and water transfers; <br />(c) state and local land use controls; and <br />(d) federal agency policies on water management. <br />In fulfillment of the above tasks, the Colorado Water Conservation Board shall consult <br />with the State Engineer's Office and other pertinent state agencies, municipalities, counties, <br />conservation and conservancy districts, farmers and ranchers, representatives of the <br />environmental community, representatives of the recreation industry, universities, and other <br />individuals and entities with an interest in and knowledge of water demands and water supplies. <br />The Colorado Water Conservation Board shall provide the study report to the legislature and <br />other interested parties on or before <br /> <br />3 <br />
