<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />In addition to any other appropriation, there is hereby appropriated, out of any <br />monies in the Colorado Water Conservation Board Construction Fund not otherwise <br />appropriated, to the Colorado Water Conservation Board for the retention of one full time <br />employee and such outside contractors as may be necessary to complete the above-referenced <br />study, the sum of $ , or so much thereof as may prove necessary to complete the <br />study and produce the report, <br />SECTION _' Identification of Water Supply Solutions. <br />(1) In addition to any other appropriation, there is hereby appropriated, out of any <br />monies in the Colorado Water Conservation Board Construction Fund not otherwise <br />appropriated to the Colorado Water Conservation Board, the sum of $ , or so <br />much thereof as may be necessary, for the Colorado Water Conservation Board to contract with a <br />consulting finn to produce, based upon the results of the study identified in Section _, an <br />additional report which identifies alternative means to satisfactorily address existing and <br />anticipated constraints upon water development so as to ensure that future water demands can be <br />met in a timely manner by those entities with water supply obligations. In the preparation of <br />such report, the Colorado Water Conservation Board shall consider all relevant information and <br />options, and specifically address the following: <br />(a) any necessary modifications to state laws or regulations so as to facilitate the <br />development of necessary water supply projects; <br />(b) potential water supply/storage projects which are capable of meeting future <br /> <br />demands; <br /> <br />(c) institutional arrangements, such as intergovernmental agreements and <br />watershed councils, which may assist in the development of necessary water supply projects; <br />(d) means by which the state could assist in meeting future water demands, <br />including state sponsored projects, joint ventures between the state and other entities, and the <br />provision of state funding assistance; and <br />(e) mitigation or compensation alternatives for any adverse impacts associated <br />with necessary water development, including the potential role of the state in providing such <br />mitigation. <br />(t) the usefulness of the results of the Metropolitan Water Supply Investigation <br />and any similar such available study reports. <br />(2) The monies appropriated in subsection (1) of this section shall remain available <br />for the designated purposes until the project is completed, which shaH be on or before <br /> <br />SECTION _' Interruptible Supply and Water Banking Investigation. <br />(I) In addition to any other appropriation, there is hereby appropriated, out of any <br />monies in the Colorado Water Conservation Board Construction Fund not otherwise <br />appropriated, to the Colorado Water Conservation Board, the sum of $ , or so much <br />thereof as may be necessary, for the Colorado Water Conservation Board to fund a study by the <br />State Engineer's Office of the use within Colorado of interruptible supply plans and water banks <br />for purposes of assisting individuals and entities in meeting future water supply demands within <br />Colorado. In conjunction with such study, the State Engineer's Office shall provide a report and <br />a set of recommendations to the Colorado Water Conservation Board which address the <br />following: <br />(a) a suitable, working definition for interruptible supply plans and water banking <br />as alternatives for meeting future water demands within Colorado; <br /> <br />Flood Protection. Water Project Planning and Financing. Stream and Lake Protection <br />Water Supply Protection. Conservation Planning <br />
