<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />(b) existing statutory, regulatory, or contractual constraints upon the successful <br />use of interruptible supply plans or water banking within Colorado, including any impediments <br />to the transfer of water outside district boundaries, so as to meet future water supply demands, <br />and options for addressing such constraints; <br />(c) institutional constraints upon the use of interruptible supply plans or water <br />banking, including the need for long-term certainty in meeting water supply demands; <br />(d) administrative constraints upon the use of interruptible supply plans and water <br />banking, including the need for additional state staff to effectively monitor such arrangements <br />and ensure they are effectuated in accordance with state law; <br />(e) the need for and proposed nature of any new rules necessary to facilitate the <br />use of interruptible supply plans or water banking; <br />(f) interstate compact constraints upon the use of interruptible supply plans and <br />water banking so as to meet future water supply demands; <br />(g) social or economic constraints upon the use of interruptible supply plans and <br />water banking so as to meet future water supply needs; and <br />(h) any appropriate limitations upon the use of interruptible supply plans or water <br />banking, with specific reference to the time, place or type of use of waters made available <br />thereunder and the length of agreements implementing the same. <br />In addition, the State Engineer's Office shall identify in such report the nature, scope and <br />location of a suitable pilot project within Colorado which could be established so as to facilitate, <br />as a consequence of information gained through operational experience, the future use of <br />interruptible supply plans and water banking as a means to meet future water demands. The <br />State Engineer's Office shall provide such study report to the Colorado Water Conservation <br />Board on or before <br />(1) The monies appropriated in subsection (1) of this section shall remain available <br />for the designated purposes until the project is complete. <br />
