Walcher <br />.Executive Direccor <br /> <br />TO: <br /> <br />Rod: Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />Colorado Water Conservation Board Members <br /> <br />FROM: <br /> <br />Larry Lang and Tom Browning <br /> <br />DATE: <br /> <br />May 7,2001 <br /> <br />SUBJECT: Consent Agenda Item 5, May 2001 Board Meeting - <br />Authorization for continued participation in the Cooperating Technical Partner <br />(CTP) Agreement between FEMA and CWCB <br /> <br />INTRODUCTION <br />At the March 20-21, 2000 meeting, the Board authorized CWCB staff to enter into an agreement <br />with the Federal Emergency Management Agency (FEMA) to participate in a new program called <br />the Cooperating Technical Community (CTC) program. The purpose of the program is for state <br />governments and local entities to become technical partners with lEMA for the development of <br />new floodplain identification studies and mapping in Colorado. The program is designed to <br />provide funding and technical assistance to communities in a more efficient manner than the <br />traditional federal approaches. <br /> <br />FEMA has renamed the CTC program to Cooperating Technical Partner (CTP) simply as a <br />housekeeping measure to better describe the program, The program 'Itself is unchanged and <br />provides all of the same benefits and measures as the GTC program. <br /> <br />DISCUSSION <br />The jollowing bullet items summarize the key issues related to this agenda Item: <br /> <br />· Executive Order 8504 states that "the Colorado Water Conservation Board is the State agency <br />responsible for state-wide programs for flood prevention, flood control, flood protection, and <br />flood hazard study criteria, as provided by Section 37-60-106(1), Colorado revised statutes <br />1973. and Section 24-65.1-403, Colorado Revised Statutes 1973..... and it states. that "the <br />Colorado Water Conservation Board is the State agency designated to coordinate the National <br />Flood Insurance Act of 1968, as amended, and the Flood Disaster Protection Act of 1973," <br /> <br />Flood Protection.
