<br /> <br />1 <br /> <br />· The Federal Emergency Management Agency (FEMA) has renamed the crc program to CTP <br />as discussed above. The CWCB signed a crc agreement with FEMA last year following <br />Board authorization at its March 2000 meeting. The FY 200012001 CTC program has been . <br />successful. With FEMA grant money totaling $60,000, the CWCB contracted two separate <br />projects. The Town of Pierce and the City of Greeley were the beneficiaries of the grant money <br />that is now paying for new engineering and new floodplain mapping in those communities. <br /> <br />· The CWCB staff has found the CTC/CTP program to be in the best interest of the State of <br />Colorado's floodplain management program, and that it is desirable for the State to continue <br />participating as a CTP. ' <br /> <br />· This program does ~ require fmancial commitments or matching funds from the <br />CWCB. However, it has been demonstrated that local and state matching funds provide <br />significant benefits by expanding the federal assistance. <br /> <br />· The CTP contracts are renewable on an annual basis, and the CWCB desires to formulate an <br />on-going program renewing these contracts (in the ;form of Memorandwns of Agreement to be <br />signed by the CWCB Director) indefinitely until such time that the CTP program is deemed to <br />be non-beneficial or the program .is terminated.. Separate Task Order agreements can be <br />negotiated each year for individual projects anCl to the extent ofFEMA financial assistance. <br /> <br />RECOMMENDATION <br />The CWCB staff recommends that the Board direct the CWCB Director to enter into annual <br />Memorandums of Agreement and associated Task Order negotiations with FEMA for the . <br />CTP program on an on-going basis until such time that the program is deemed to be non- <br />beneficial to the State, or the program is terminated: <br /> <br />1:\boardmemlmay200 l\consent agenda item S.doc <br /> <br />Flood Protection.
