<br />The meeting was convened as a result of unanimous action of the members
<br />of the Colorado Water Conservation Board who attended, along with the other
<br />persons above mentioned, a conference on July 21, 1946,to discuss a forth-
<br />coming meeting of the Governors of the Upper Colorado River Basin states to
<br />consider the initiation of compact negotiations for the apportionment of the
<br />water among such states allotted to the Upper Basin by the Colorado River
<br />Compact. During the course of the conference, it was suggested, with the
