Vivian and the Viae-Chairman, <br />Chris Wal1rioh, were not present the meeting was oalled to order by J. M. Stone, Director of the Colorado Water Conservation <br />Board, to represent the State of Colorsdo upon a joint oommission <br />oomposed of oommissioners representing the States of the Upp~r . <br />Basin of the Colorado River for the purpose of making and ~nter- <br />ing into a compaot respecting the waters of the Colorado ~iver <br />and its tributaries above Lee Ferry, Arizona. <br /> <br />"It is understood' that any compact negotiated by these <br />oommissioners shall not be binding nor obligatory upon the. J <br />State' of Colora?o until it shall have been ratified by tpe re- <br />speotive legislatures; of suoh Upper Basin States; and assented <br />to by the Congress' of the United States. <br />
