<br />I <br /> <br />I <br /> <br />11 <br /> <br />the present situation has oonvinced me that expeditious action <br />is necessary to protect Colorado's interest in the Colcrado River. <br /> <br />"Faithfully yours, <br /> <br />/s/ John C. Vivian." <br /> <br />It was moved by Mr. Smith and seconded by Mr. Pughe that the <br />Colorado Water Conservation Board, pursuant to Section 9 of <br />Chapter 265 of the Session Laws of Colorado of 1937, approve the <br />appointment of Clifford H. Stone as Compact Commissioner for the <br />State of Colorado to negotiate with the other Upper Colorado River <br />Basin States for the apportion~ent of the waters of the Colorado <br />River among the five Upper Basin States, allocated by the Colorado <br />River Compact to the Upper Basin, and for the purpose of determining <br />the respective obligations of the four States of the Upper Division <br />to make deliveries of water at Lee Ferry, under the Colorado River <br />Compact; and that the Governor be notified of such action. <br /> <br />After discussion of the motion it was unanimously passed end declared <br /> <br />adopted. <br /> <br />There then ensued disoussion of the position Colorado should take in <br />the meeting of the Governors of the upper basin states which was called to <br />convene at Cheyenne, Wyoming on July 22, 1946. Such discussion concerned <br />the pcsition of Colorado with respect to the basis on which compact <br />negotiations would be initiated and Arizona's participation in such negotiatiom , <br />that state being a part of the Upper Basin end interested in the apporticnment <br />of ~~ter but not obligated to make deliveries at Lee Ferry under the provisions <br />of the Colorado River Compact. <br /> <br />Consideration was also given to the manner of ascertaini~g the <br />views of various sections of the State of Colorado in connection with the <br />terms of a prospeotive compaot through consultants and advisors. <br /> <br />The meeting adjourned at 5:30 P.M.
