The
memorandum focused on two meetings held in the fall of 1997 and on ongoing work on the
project. One of the items discussed in the Board memorandum was the possibility of
participation in the Planning Project by the Ruedi Water and Power Authority (RWAPA). Since
the January Board meeting, the staff has worked on two documents related to the participation of
RWAPA in the Multi-Objective Planning Project:

I) Draft language for a'Memorandum of Understanding (MOU) between the Board
and R W AP A has been prepared.

2) A draft Scope of Services (work to be performed by RWAPA), to be attached to
the MOU, has been prepared,

Preliminary work has also begun on the retention of an engineering consultant to perform the
Multi-Objective Planning Project. RW APA's primary function would be to oversee the work by
that consultant and to assure that it meets local needs as well as possible.

The purposes of this memorandum are to keep the Board informed about the project and to
solicit the Board's comments regarding the proposed MOU with RWAPA.
