South Platte River Decision Support System (SPDSS) Year 2

The Board will be asked to approve a staffrecomrnendation authorizing the expenditure of $2,000,000
from the Construction Fund to continue data collection and SPDSS development. The overall purpose of
SPDSS is to provide state officials and water users with a creditable and efficient set of tools with which
to plan, develop and manage the water resources in the North and South Platte River Basins.

The Colorado Water Conservation Board (CWCB) and the Colorado Division of Water Resources
(CDWR) have received the final feasibility level study dated October 2001 identifying the purposes for,
uses of, users, model components, data bases and data requirements, costs and schedule for developing
SPDSS. The Feasibility Study identifies the preferred alternative that meets water user needs and has the
best probability of success. The preferred alternative becomes the "road map" that will guide SPDSS
development over the next several years. This request is for funding to continue the data collection for
SPDSS without which model development can not proceed in an efficient manner.

The CWCB in cooperation with the CDWR has developed the Colorado River Decision Support System
(CRDSS) and is in the final year of a three-year development program for the Rio Grande Decision
Support System (RGDSS). These two systems have been combined to create the Colorado Decision
Support System (CDSS), The agencies are now embarking on the development of SPDSS, which will be
the third and largest piece of CDSS, This leaves only the Arkansas & Republican DSS to complete.

CDSS has proved to be a very effective tool for the State of Colorado so far. It has been the tool used to
analyze the states ability to provide water for endangered species while assuring that existing water users
are not adversely impacted and protecting Colorado's ability to fully develop its compact
apportionment's. We have been able to use the CDSS tools to illustrate to both federal agencies and
