<br /> <br />.. <br /> <br /> <br />Agenda item 24d <br />November 19-20, 2001 meeting <br />Page 2 of4 <br /> <br />water users the effective limitations of Colorado's water resources as well as opportunities for <br />compromise. <br /> <br />e <br /> <br />Proiect Obiective <br /> <br />The overall purpose of SPDSS is to provide state officials and,water users with a creditable and efficient <br />set of tools with which to plan, develop and manage the water resources in the North and South Platte <br />River Basins, Based on the CRDSS (completed) and the RGRDSS (nearing completion), SPDSS is <br />envisioned to be a data centered system and include surface and groundwater models, a consumptive use <br />model, an overall water budget model, and water right administration and analytical tools, The project, <br />when completed, will improve water management and development opportunities throughout the basins. <br />SPDSS well allow better coordination between: (I) ground water recharge and storage projects, (2) water <br />right and South Platte River Compact administration, and (3) the identification of opportunities to benefit <br />biological species of concern in Colorado and participation in the Platte River Cooperative Agreement. <br /> <br />An Advisory Committee has been established to help guide both the Feasibility Study and the actual <br />development of SPDSS. Funding will allow the CWCB and CDWR to continue collecting the necessary <br />data prior to any model development. Furthermore, adding SPDSS to CDSS will enable decision makers <br />to evaluate the most effective means of developing and managing Colorado's water commitments <br />consistent with state law, interstate compact and sound water management principles, <br /> <br />Proiect Scope <br /> <br />The geographic focus of SPDSS is the entire North and South Platte River Basins. Detailed scopes of e <br />work for year 2 data collection and SPDSS development will be prepared based on the Final Feasibility <br />Study. The scopes of work will meet the criteria established for CDSS and be fully compatible with the <br />existing CDSS. <br /> <br />Discussion <br /> <br />The management of South Platte flows to ensure that water ;is available for beneficial use in Colorado, <br />consistent with the South Platte Compact and the three stat~ Cooperative Agreement commitments are <br />clearly issues of statewide interest. In the South Platte Basip" the impact of the Endangered Species Act <br />(ESA) has added a significant level of complexity to an already complex basin. The pressure of the ESA, <br />coupled with back-to-back dry irrigation seasons in 2000 and 200 I has heightened state and water users <br />concerns over water availability for instate beneficial use and the need for tools like SPDSS to assist in <br />addressing these issues. <br /> <br />The $200,000 Feasibility Study for SPDSS has been completed, The consulting team lead by Brown and <br />Caldwell and including Camp, Dresser and McKee, Leonard Rice Consulting Engineers, and Riverside <br />Technology was selected to conduct the Feasibility Study with the idea that they could proceed with <br />development and implementation upon completion of the Feasibility Study. <br /> <br />Conduct of Data Collection and SPDSS Development <br /> <br />The SPDSS data collection and development contracts will be administered jointly by the CWCB and <br />CDWR staffs. The procurement process allows for the Feasibility Study consulting team to continue with <br />SPDSS development and implementation at the sole discretion of the CWCB and contingent on obtaining <br /> <br />.e <br />
