Water Conservancy District - Plateau Creek Pipeline

Introduction

The Ute Water Conservancy District of Grand Junction (District), acting by and through
the Ute Water Activity Enterprise, is requesting an additional $10,0 million in funding for
the District's Plateau Creek Pipeline Replacement Project. The District has two existing
authorizations for this project totaling $17,6 million. Please see the attached Project
Suinmary and map and a letter from Larry Clever, the General Manager of the District,

The initial feasibility study for the project wi:lS completed in October of 1987 at which
time the cost was estimated at about $16,7 million, The preliminary project design and
$16,7 million cost estimate were presented to the Board in December of 1987, The Board
recommended a loan of$8.0 million from the Construction Fund for about 50 percent of
total project costs, as subsequently authorized in SB 88-30,

Since 1987, a nwnber of studies and permitting docwnents have been completed for this
project as listed on the attached Project Summary Sheet. All required permits have been
obtained including the Bureau of Land Management Right-of- Way Permit, the Corps of
Engineers 404 Permit and Section 7 Consultation with the U,S. Fish and Wildlife Service.

At the November 1998 Board meeting, the Board recommended an additional increment
of $9,60 million for the project as subsequently authorized in an amendment to SB 88-30
and in SB 99-173, At that time, the cost of the project was estimated at $35.2 million,
The $9,6 million increase was intended to continue to provide 50 percent CWCB funding
