Law, Executive Director <br /> <br />RE: <br /> <br />Director's Report <br /> <br />Water Pollution Control RevoIvinl! Fund <br /> <br />On November I, the Authority sold $51,620,000 of wastewater refunding bonds to advance refund four separate <br />bond issues totaling $51,510,000. These four bond issues had 16 borrowers. The gross savings were $4,996,250 <br />and the present value savings were $3,966,899. The attached table shows the savings for each borrower, <br /> <br />The 2002 WPCRF Intended Use Plan was approved by the Water Quality Control Commission on October 9. <br /> <br />As a result of the September II terrorist attack, EP A has been reviewing wastewater security measures that would <br />be eligible for WPCRF monies. Recently EP A issued a release authorizing loan funds for vulnerability assessments, <br />emergency response plans, fencing, security cameras and lighting, motion detectors, redundant power systems, <br />secure chemical and fuel storage, lab equipment, securing large sanitary sewers and tamper-proof manhole covers, I <br />do not expect these items to add significantly to our 2002 loan demand, <br /> <br />Congress has agreed on $1.35 billion for the Clean Water SRF in 2002. This translates to $10,9 million for <br />Colorado. <br /> <br />Drinkinl! Water RevoIvinl! Fund <br /> <br />The 2002 DWRF Intended Use Plan was approved by the Board of Health on November 14. The 2002 project <br />'eligibility list includes 81 additions and 35 deletions. <br /> <br />Security measures similar to the WPCRF list have been identified as eligible for funding under the DWRF. <br />Additional eligible measures would include enhanced filtration/disinfection (for biological agents), enhanced <br />treatment (for chemical agents), backfIow prevention devices in the distribution system, covers for finished water <br />reservoirs, security hatches for tanks and vents and protective measures identified as necessary through a cross- <br />connection control program. As mentioned under the WPCRF, I do not expect these items to add significantly to <br />our 2002 loan demand, <br /> <br />Congress has agreed on $850 million for the Drinking Water SRF in 2002. This translates to $14 million for <br />Colorado. <br /> <br />Animas.La Plata Proiect <br /> <br />The Authority has been working with representatives of the Animas-La Plata Water Conservancy District, the <br />Bureau of Reclamation, the Attorney General's office, the State Treasurer's office and the CWCB to amend several <br />
