<br />CWCB Report <br />November 19,2001 <br />Page Two <br /> <br />documents dealing with the 1986 cost sharing agreement. The [following documents were signed the week of <br />November 5: <br /> <br />1. Am'mded and restated A-I-P concerning the Colorado Ute Indian water rights settlement and <br />binding agreement for ALP cost sharing <br />2. Amended and restated escrow agreement <br />3. Amended and restated agreement and instructions for administering the escrow agreement <br />4. Funding agreement and repayment contract withthe Bureau of Reclamation <br /> <br />On November 5, the Authority and the Animas-La Plata Water: Conservancy District entered into an agreement <br />whereby the District transfers all its interest, including water right$, in the Project to the Authority. For this transfer, <br />the Authority has contributed $7,256,750 as upfront payment to the Bureau of Reclamation for the 2,600 acre-feet of <br />depletion originally allocated to the District. In addition the Authority has deposited $15,000,000 into the LaPlata <br />River Escrow Fund for use in the development of the water resources of the LaPlata River basin. <br /> <br />Leeislation <br /> <br />At the Board's retreat on October 6, the Board discussed potentiallegislation.for the upcoming session. Staff will <br />prepare statutory changes concerning the ability to transfer fundsibetween state revolving funds, remove the "moral <br />obligation" pledge, eliminate the $25 million limitation on small water resources projects, include sewers and <br />interceptors nnder water management facilities .and modify the joint resolution process for state revolving fund <br />projects to provide for an emergency funding authorization for the Board's consideration on December 7. <br /> <br />December 7 - Denver <br />January 25 - Northglenn <br /> <br />Attachment: WPCRF Refunding Savings <br /> <br />. <br /> <br /> <br />. <br /> <br />. <br />
