Requires counties with a population greater than 25,000 or that have <br />experienced a cumulative population growth of 20% or more over the previous 9 <br />years to participate in the comprehensive planning program. Requires municipalities <br />to participate in the comprehensive planning program if the municipality has a <br />population greater than 2,500 and if 50% or more of the municipality's land area lies <br />within a county required to participate in the comprehensive planning program. <br />Requires a county to participate in the comprehensive planning program if 60% or <br />more of the general purpose governments within such county elect to participate in <br />such program. Authorizes any other county or municipality to elect to participate in <br />the comprehensive planning program. Requires the department oflocal affairs to <br />notify all counties and municipalities that are required to participate in the <br />comprehensive planning program and maintain and publish a list of planning <br />jurisdictions. <br /> <br />Requires each county and irti.lI1icipality subject to the comprehensive planning <br />program to adopt a comprehensive plan and an urban service area no later than 3 <br />years after the date of the department of local affairs' written notice.
