Requires counties and <br />municipalities to perform their activities in conformance with their adopted <br />comprehensive plans. Requires state agencies and public agencies that own or operate <br />essential regional public facilities, school districts, and all local districts established <br />pursuant to state law to perform their functions in a manner consistent with adopted <br />comprehensive plans. <br /> <br />Establishes procedures, timeframes, and requirements for reviewing development <br />approval applications. <br /> <br />Creates a comprehensive planning program fund. Requires that moneys in the fund be <br />used to implement the comprehensive planning program. Authorizes counties and <br />municipalities subject to the comprehensive planning program to impose . <br />development impact fees in certain circumstances. <br /> <br />Creates a dispute resolution and appeal process for resolving conflicts. <br /> <br />Makes an appropriation. . . <br />.. ." <br /> <br />Be it enacted by the General Assembly of the State of Colorado: <br /> <br />SECTION 10 Article 65.1 of title 24, Colorado Revised Statutes, is amended BY <br />THE ADDITION OF A NEW PART to read: <br /> <br />PART 6 <br /> <br />RESPONSIBLE GROWTH MANAGEMENT <br /> <br />24-65.1-601. Legislative declaration. (1) THE GENERAL ASSEMBLY HEREBY <br />FINDS AND DECLARES THAT THE COORDINATION OF GROWTH <br />THROUGHOUT THE STATE IS A MATTER OF STATEWIDE INTEREST AND <br />CONCERN IN WHICH THE STATE HAS A RESPONSIBILITY FOR THE <br />HEALTH, WELFARE, AND SAFETY OF THE PEOPLE OF THE STATE AND <br />FOR THE PROTECTION OF THE ENVIRONMENT.
