There was <br />considerable discussion at that time about several general issues <br />which some of the projects raise. As a result, the Board asked <br />that these matters be given further consideration at the December <br />meeting, with final action to be taken on each individual <br />proposed project at the January 6-7, 1983, Board meeting. <br /> <br />Discussion <br /> <br />For your reference I have attached my September 30 memo <br />which served as the basis for discussion at the October Board <br />meeting. The primary issues which need further attention at this <br />time are issues 3 (timing of Board recommendat ions) and 4 <br />(financing issues) as set forth in the September 30 memo. <br /> <br />The Grand Mesa and Stagecoach Reservoir (formerly Bear <br />Reservoir) projects are the two primary projects which raise <br />questions about the timing of the Board's recommendations to the <br />General Assembly. An economic evaluation (i.e., benefit-cost <br />analysis) has not been performed on either project. Both are <br />likely to require formal federal environmental impact <br />statements.
