6.0 Program Implementation

6.1 Public Participation

The L TWD will make copies of the Water Conservation Plan available for review and
comment from Monday, April 8, 1996, through Thursday, June 6,1996. Notice of the
availability of copies of the Little Thompson Water District's Water Conservation Plan
will be posted and published during the public review period. Comments will be
accepted in person or in writing at the L TWD office from 7:00 a.m. to 5:00 p.m.,
Monday through Friday, during the comment period. Comments will also be accepted
at the regularly scheduled Board of Directors meetings on Thursday, May 2, 1996, and
June 6, 1996. A resolution to accept the Water Conservation Plan will be scheduled
for adoption at the June 6, 1996, Board of Directors meeting.

6.2 Potential Effects of the Conservation Plan

The implementation of conservation measures in the Little Thompson Water District
has the potential for both positive and negative effects on the District. The L TWD's
Water Conservation Plan attempts to promote wate use efficiency without executing
wholesale changes that may have detrimental consequences on the District's finances.
Below are some potential positive and negative effects which were considered by the
District.

6.2.1 Potential Positive Effects of Water Conservation

Water conservation may:
. Lower system demand which could help delay future treatment plant and
n__ Infrastructure expansiOii:
. Provide a means to extend raw water supplies which could make more water
available for renting out in certain years.
. Lower the individual tap-holder's quarterly water bill.
. Provide a way to comfortably meet system demands when Colorado-Big
Thompson quotas are set at or below 60% of allocation.
