<br />.' <br /> <br />COLORADO STATE UNIVERSITY <br /> <br />WATER EFFICIENCY PLAN <br /> <br />February 1993 <br /> <br />The Colorado General Assembly has enacted the Water Conservation Act of 1991, <br />H.B. 91-1154. This act establishes within the Colorado Water Conservation <br />Board the Office of Water Conservation. The act also requires the development <br />of water efficiency plans for all state agencies with responsibility for <br />management of state lands or buildings. This water efficiency plan must <br />include such things as: <br /> <br />*Installation of Water Efficient Plumbing Fixtures in New <br />Construction and Renovation; <br /> <br />*Water Audits for State Buildings; <br /> <br />*Water Efficient Landscape Design and Irrigation <br />Techniques. <br /> <br />Specifically H.B. 91-1154 requires: <br /> <br />a. New plumbing specifications for state building construction or <br />renovation by January 1, 1992. <br /> <br />b. Water audits for state buildings by January 1, 1992, if local <br />water supplier provides audit service; and <br /> <br />c. Water-efficiency plans for state agencies for construction or <br />renovation of facilities beginning January 1, 1993. <br /> <br />As part of the mandated water efficiency plan Colorado State University <br />proposes the following actions: <br /> <br />,1. Facilities Development will revise the university Construction standards <br />Manual to include a requirement for the installation of water efficient <br />plumbing fixtures in all new construction and in major renovations. The <br />standards will require the least water using type fixtures found to be <br />safe and reliable. All new construction and major renovation <br />specifications will include water efficient plumbing fixtures effective <br />immediately. Whenever practical Facilities Operations will replace old <br />equipment/fixtures as they wear out with new water efficient <br />equipment/fixtures. <br /> <br />Also to be included in the revised Construction Standards Manual is the <br />requirement for water efficient landscape design wherever feasible. This <br />requirement is effective immediately on all landscape modifications. <br /> <br />2. The Water Conservation Office at the Fort Collins Water and Wastewater <br />Department currently does not provide water audit services. Therefore the <br />University will develop its own plan. Details to the plan will be <br />developed in FY93/94. Audits will include review of equipment and <br />fixtures as well as operational procedures. <br />
