<br />2003 <br /> <br /> <br />HOUSE JOINT RESOLUTION 03-1068 <br /> <br />BY REPRESENTATIVES Young, Berry, Boyd, Briggs, Brophy, Carroll, <br />Frangas, Fritz, Hall, Harvey, Larson, Lee, Lundberg, Marshall, May M., <br />McFadyen, Mitchell, Ragsdale, Rhodes, Romanoff, Schultheis, Stafford, Vigil, <br />Weddig, Wiens, Coleman, and Spradley; <br />also SENATOR Owen,. <br /> <br />CONCERNING THE CREATION OF AN INTERIM COMMITTEE <br />TO STUDY STATE GOVERNMENT EXPENDITURES. <br /> <br />WHEREAS, General fund revenues have fallen from $6.6 billion in <br />fiscal year 2000-0 I to an estimated $5 A billion in fiscal year 2002-03; and <br /> <br />WHEREAS, General fund operating expenditures have remained <br />virtually unchanged during the same period; and <br /> <br />WHEREAS, General fund spending for capital construction and <br />transportation were reduced from $500 million to just over $100 million <br />during the Second Extraordinary Session of the Sixty-third General <br />Assembly in September 2001; and <br /> <br />WHEREAS, The General Assembly transferred approximately $1.2 <br />billion from cash funds to the general fund throughout the 2001-02 and <br />2002-03 fiscal years to maintain essential government services; and <br />
