<br />WHEREAS, The General Assembly has passed increases in fees of <br />more than $70 million during the First Regular Session of the Sixty-fourth <br />General Assembly in order to maintain essential government services; and <br /> <br />WHEREAS, General fund spending is largely dictated by constitutional <br />requirements for K-12 education spending, Medicaid caseloads, an <br />expanding prison population, and state-sponsored programs created to <br />enhance the general welfare of the people of Colorado; and <br /> <br />WHEREAS, General fund spending must be constrained in future years <br />because of provisions in the state constitution; now, therefore, <br /> <br />Be It Resolved by the House of Representatives of the Sixty-fourth <br />General Assembly of the State of Colorado, the Senate concurring herein: <br /> <br />(I) That a committee is created to meet in the interim after the First <br />Regular Session of the Sixty-fourth General Assembly to study state <br />government spending. The interim committee shall comprise the members <br />of the Joint Budget Committee, the President, the Majority Leader, and the <br />Minority Leader of the Senate, and the Speaker, the Majority Leader, and <br />the Minority Leader of the House of Representatives. The Speaker of the <br />House shall be the chairperson of the interim committee, and the President <br />of the Senate shall be the vice-chairperson of the interim committee. <br /> <br />(2) That the interim committee shall: <br /> <br />(a) Review the role and mission, number of employees, and budgets of <br />each principal department of the state government; and <br /> <br />(b) Consult with the Governor's Office of State Planning and Budgeting <br />and the executive director of each principal department to prioritize services <br />and find ways to reduce costs while maintaining essential government <br />services. <br /> <br />PAGE 2-HOUSE JOINT RESOLUTION 03-1068 <br />
