A\1ows cities, <br />towns, and water providers located in whole or part in those counties to <br />be included in the district if the governing body of the water provider <br />adopts a resolution to such effect and files the resolution with the <br />secretary of the district by January 1,2005. A\1ows other counties, cities, <br />towns, and public water providers to petition to the board of directors for <br />inclusion in the district.
