<br />a representative of each county included in the district and a number of <br />directors to represent the other members that is equal to the number of <br />county directors plus 2 or, if the total number would be even, plus 3. <br />Authorizes the district board to operate as a water wholesaler to other <br />water providers within the district. Directs the district to pursue the <br />acquisition of long-term renewable surface water resources and other <br />water resources to use within the district in conjunction with the Denver <br />basin aquifers. Specifies inclusion, exclusion, and dissolution procedures <br />and the district's taxing and water project financing, construction, and <br />operation authorities. <br /> <br />I Be it enacted by the General Assembly of the State of Colorado: <br />2 SECTION 1. Title 37, Colorado Revised Statutes, is amended <br />3 BY THE ADDITION OF A NEW ARTICLE to read: <br />4 ARTICLE 49 <br /> <br />5 Front Range Water Conservation District <br /> <br />6 PART I <br />7 PURPOSE <br /> <br />8 37-49-101. Legislative declaration. THE GENERAL ASSEMBLY <br /> <br /> <br />9 FINDS, DETERMINES, AND DECLARES THAT THE COMBINED EFFECTS OF <br /> <br /> <br />10 RECENT POPULATION GROWTH, SEVERE DROUGHT, INCREASED RELIANCE <br /> <br />lIoN GROUND WATER SUPPLIES IN THE DENVER BASIN AQUIFERS AND <br /> <br /> <br />12 FRACTURED GRANITE AQUIFERS, COUPLED WITH PROJECTED GROWTH AND <br /> <br /> <br />13 INCREASING NEEDS FOR RELIABLE, RENEWABLE WATER SUPPLIES, MAKE IT <br /> <br /> <br />14 IMPERATIVE THAT LOCAL GOVERNMENTS BE PROVIDED WITH AN <br /> <br /> <br />15 ORGANIZATION THROUGH WHICH THEY CAN CONSULT AND WORK <br /> <br /> <br />16 TOGETHER TO ENSURE THE BEST CONSERVATION AND RESOURCE <br /> <br />17 DEVELOPMENT PRACTICES ARE ADOPTED AND UTILIZED. <br /> <br />18 PART 2 <br />19 GENERAL PROVISIONS <br /> <br />20 37-49-201.
