p_
March 7, 2016
Mr. Kevin Reidy
Water Conservation Technical Specialist
Colorado Water Conservation Board
1313 Sherman Street, Room 718
Denver, CO 80203
Subject: City of Rifle—75%Status Report on CWCB Grant for Water Efficiency Plan
Dear Mr. Reidy:
The grant from your office associated with updating the City's Water Efficiency Plan (Plan) requires us to
report at the 75%percent completion stages. We are reporting our preliminary findings, milestone
status, obstacles and concerns, and revising our schedule based on our new project leadership.
Transitions:
SGM, Inc.: The City has requested that Angie Flowler, the project manager for the City's consultant
SGM,take a reduced role for ineffectiveness in meeting the project schedule and for poor project
communications. The City is now working with the SGM staff engineer Chelsea Fagan.
Findings not Previously Reported:
• The project is 80%complete based on budget expenditures.
• The City can document that over the previous 8-year period 2008 to 2015,the City's per capita
water deliveries have decreased from approximately 190 gpcd to 121 gpcd while population has
grown slightly.
• During the 2008 to 2015 period, the City believes that rate increases(i.e.,the price of water) is
the primary reason for the reduction in water usage since there was very little growth and
building, and conservation benefits from rebates were insignificant. The rate increase were in
support of City's large capital expenditures for new water treatment and storage facilities.
CITY OF RIFLE
202 RAILROAD AVENUE • P.
