• One workshop with the City Council was held in February to discuss conservation measures the
council may adopt or drop.
• The City's 3 MG water tank has been taken out of service due to its poor condition and will be
replaced this summer. The bottom plates were found to be in such poor condition that the tank
will be replaced instead of rehabilitated. In addition to 116 previously patched locations of pit
corrosion,at least 10 new locations were found in the bottom of the tank where a screw driver
could be inserted through the tank bottom. In one location the coating was the only barrier
separating water from the ground. It is not clear to what degree the condition of this tank has
contributed to water loss in the past.
Milestones Achieved:
Three milestones were established in the rant proposal.
g
1) 50%completion of the WEP by September 1st, 2015:
This milestone date has passed and this level of progress has been achieved.
2) 75%completion of the WEP by October 1st, 2015:
We have achieved 75%completion but are more than two months later than the revised
December date.
3)Submittal of completed WEP to CWCB by January 1st, 2016
We are forecasting the 60 day public comment period to now commence in April or May
of, 2016 instead of the revised dates of January and February. Submittal of a completed
and City Council adopted plan to the CWCB would now occur June or July instead of
March or April,2016.
Obstacles or Concerns:
We share a concern for the project schedule. Completion of the water efficiency plan is competing for
my time and staff's time with the construction management of the City's new water treatment facility
and storage tank projects where we are now placing$2,000,000 of construction per month.
Summary of Revisions to Scope or Schedule:
Since it is clear that pricing pressures have resulted in significant reductions in water use and that these
pricing pressures will continue for the foreseeable future, the City Council is weighing to what degree
additional conservation measures should be funded and implemented.
