FINAL REPQRT <br />G(��DMAN PC3fNT IAiATER DISTRICl' <br />Contract Number C150462 , - <br />WATER ACTIVITY NAME: Goodman Point Water District Project Construction <br />The Goodman Point Water District Proj ect Construction was substantially completed in <br />November 20, 2010. There will be some minor work in the spring of 201 l, including right-of- <br />way cleanup, installation of rock and fabric around the tank and pump station and electrical work <br />on the pump station. The water system is now fully functional and delivering �vater to residents <br />of the Goodman Point Water District. <br />BACKGROUND: The residents of the Goodman Point area in the unincorporated part of <br />Montezuma County lack�d a reliable water source. As a result, residents were forced to haul <br />water to serve their domestic needs. The Goodman Point Water Project was concei�ed as a <br />method of providing domestic water to the Goodman Point area. Following formation of the <br />Goodman Point Metropolitan District in June of 2009, the District secured funding for tl�e <br />project based on cost estima.tes developed with Montezuma Water Company. The final <br />estimated cost for the fu11 project was $71 �,21'7. Follow�ing approval by the voters of the District <br />in November, 2009, the District issued a$700,0�0 general obligation bond which was purchased <br />by First National Bank of Cortez in April 2010. The bond proceeds �vere used to pa�� <br />organi�a�ional, adrninistrative, profession�.l and issuance costs, establish a reserve ru�nd and i�i� <br />majarity of the project costs. The remainder of the project funding was provided by WSRA <br />fiznds (�2(),OQO lro�n th� South���est Basin Account arid $2�0,(?0� from th� Staie VVide Account). <br />The project was cUnstructed by Montezuma Water Coinpany, a 501(c}(�2) non-pI'Q�1$ <br />corporation, which owns and operates a rural water system that serves unincorporated areas of <br />Dolores and Montezuma Gounties. Because Montezuma Water Campany is a non-profit <br />corporation, there was a substantial cost savings in comparison to having a private contractor <br />build the project. Montezuma Water Gompany requires all extensions of its facilities to be built <br />by Montezuma Water Cornpany with the cost paid by the customers requesiing the extension. <br />After several months of discussion, a contract bet��een the District and Montezuma Water <br />Company was approved in the spring of 2010. Work on the project commenced on April 19, <br />2010, with an official grbundbreaking ceremony. Construction commenced in Ma�� of 2U10. <br />FROJECT BUDGET: The WSRA funds were used for the purchase and installa.tion of a <br />54,000 gallon tank, a pump station, telemetn� equipment and a portion of the distribution line. <br />The initial �roject bud�et ���as as follc����s: <br />[s�e �°oll o��-in� pag�� <br />
