GUNNISON COUNTY BOARD OF COMMISSIONERS Page 1 of 17 <br />GUNNISON COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING MINUTES <br />March 4, 2003 <br />The March 4, 2003 Board of Commissioners meeting was held in the Commissioners Meeting Room at <br />the Courthouse. Present were: <br />Fred Field, Chairperson John DeVore, County Manager <br />Jim Starr, Vice - Chairperson Kelly Balch, Clerk to the Board <br />Perry Anderson, Commissioner Others Present As Listed In Text <br />CALL TO ORDER: Chairperson Field called the regular meeting to order at 8:15 a.m. <br />CONSENT AGENDA: Ray Wood and Mark Templeton of the Assessor's Office were present <br />to answer any questions the Board had on the petitions for abatement. The Board had no <br />questions. <br />Moved by Commissioner Anderson, seconded by Chairperson Field to approve the consent <br />agenda, as submitted. Motion passed unanimously. The consent agenda items approved <br />are as follows: (items #4 and 5 listed on the agenda were actually the same contract, and are <br />listed below as item #4) <br />1. Deny Petition for Abatement of Taxes - James Hansen $ 101.06 <br />2. Approve Petition for Abatement of Taxes - Len Millman $7725.98 <br />3. Approve Petition for Abatement of Taxes - CB Heritage Museum $ 1726.32 <br />4. Employment at Will Agreement for Public Health Employee Sarah Dennis <br />5. CDPHE Change Order Letter Reducing Nursing Service Program by $2126 <br />MINUTES APPROVAL: Moved by Commissioner Starr, seconded by Commissioner <br />Anderson to approve the January 28, 2003 Special Meeting Minutes, as amended and as <br />subject to review by County Attorney Baumgarten. Motion passed unanimously. <br />Moved by Commissioner Starr, seconded by Commissioner Anderson to approve the <br />February 5, 2003 Special Meeting and Public Hearing Minutes, as amended. Motion passed <br />unanimously. <br />The February 18 Minutes will be approved later in today's meeting. <br />SELF - INSURANCE REPORT: Human Resources Coordinator Debbie Moore provided a <br />report on the first two months in the employee self- insurance program. She said that the <br />fund is doing as anticipated and the program is now running smoothly. Although revenues <br />are less than budgeted due to the final enrollment of employees, expenses are also less than <br />budgeted. A plan design meeting took place on February 5, with the final document <br />expected soon. A web site is available for employees to track their claims. <br />County Manager DeVore suggested that a portion of Debbie Moore's salary be included in the <br />self- insurance budget, due to the amount of time she spends administering the program. <br />The Board agreed with the concept. <br />JUVENILE DIVERSION: Juvenile Diversion Director Janet Reinman presented the annual <br />program report. Of the 46 juveniles referred in 2002, over half were for drug or alcohol <br />related problems. Misdemeanors and felonies were down for 2002. Although the State cut <br />Juvenile Diversion funding in 2002, Gunnison County continues to fund Janet Reinman's <br />position.
