She <br />reported on a reduction in State funds that have been used for intake screening and other <br />services. The amount received in 2003 will only cover intake screening. Janet Reinman <br />thanked the Board for their support of the Juvenile Diversion program. <br />CLOUD SEEDING UPDATE: County Manager DeVore reported that cloud seeding has been <br />taking place, but the State permit prohibits seeding during times when avalanche warnings <br />are in effect for the area. Avalanche warnings have been in effect several days in the past <br />week. <br />AIRPORT SECURITY: Interim Airport Administrative Manager Kathie Lucas and Interim <br />Airport Operations Manager Frank Anderson were present for airport issues. Kathie Lucas <br />reported that Prime Security Services began providing armed security in the Airport terminal <br />on February 23. The spring flight schedule may be reduced, and the security services <br />accordingly. She also reported that the Transportation Security Administration (TSA) <br />screening employees are being reduced from about 24 to about 10. <br />AIRPORT ADVERTISING: No new information was available from Tiga Advertising, Inc. <br />regarding their contact of previous customers to discuss the price of the phone board. The <br />Board discussed the need for the Stockgrowers' display to be improved, and to include items <br />of interest from this area. It was also suggested that the Pioneer Museum could provide <br />items for display. There was agreement that additional attractive advertising of the area <br />needs to be placed throughout the terminal. <br />AIRPORT STAFFING: County Manager DeVore reported that the interview process for the <br />Airport Manager position was completed. Two top candidates were selected. Both declined <br />the job offer. One declined due to salary issues, and the other declined due to housing costs <br />and spouse employment issues. Staff will now re- evaluate how to proceed. <br />CARTER BURGESS CONTRACT: The Board signed a contract amendment with Carter <br />Burgess at their February 25 meeting. Since it did not appear on that agenda, that contract <br />needs ratified today. Moved by Commissioner Starr, seconded by Commissioner Anderson to <br />ratify the Board's signature on the Carter Burgess Contract Amendment #2 which was signed <br />last week. Motion passed unanimously. <br />DONATION REQUEST: Public Works Director Crosby reported that Hospice of the <br />Gunnison Valley is involved with a family that needs assistance with the costs of hauling <br />some old freezers and truckloads of trash to the landfill. She asked the Board if they would <br />be willing to donate the funds for this purpose, at an approximate cost of $100 -125. Moved <br />by Commissioner Starr, seconded by Commissioner Anderson to allow a maximum of $125 to <br />be allocated from the County's Donation Fund, for the purpose outlined. Motion passed <br />unanimously. <br />OUT OF STATE TRAVEL: Public Works Director Crosby advised the Board of her intent to <br />attend the APWA conference in Banff Canada later in March. The expenses for this trip will <br />be paid by APWA, but she wanted to advise the Board of her ten day absence for this <br />purpose. <br />COUNTY ROAD 10 PUBLIC CHARACTERISTICS: Public Works Director Crosby and <br />County Attorney Baumgarten were present for discussion of the County Road 10 right -of -way <br />that needs to be clarified for the North Gunnison sewer line extension to the North Valley <br />Subdivision. County Attorney Baumgarten reported that the County has authority to <br />place pipe in and the under the right -Of -way for County Road 10, however, an adjacent <br />property owner has said that the right -of -way may be an easement instead of fee simple <br />http : / /www.co.gunnison.co.us /BOCC /minutes /20030304mn.html 6/6/2003 <br />
