Colorado Water Conservation Board <br />Water Supply Reserve Account Application <br />For the <br />Arkansas Valley Conduit <br />Submitted by the Southeastern Colorado Water Conservancy District <br />Exhibit A <br />Description of Organization <br />WATER ACTIVITY NAME - Preliminary Engineering and Design work on the Arkansas <br />Valley Conduit <br />GRANT RECIPIENT - Southeastern Colorado Water Conservancy District <br />BACKGROUND <br />Southeastern Colorado Water Conservancy District (District) is requesting $200,000 in grant <br />funding to assist with engineering and design work for the Arkansas Valley Conduit. <br />The District has completed the feasibility and preliminary investigation phase of the Arkansas <br />Valley Conduit (Conduit) and determined that the Conduit is able to be built with Federal <br />assistance. The Conduit is an important element in the continued viability of the Lower <br />Arkansas River Valley. The Conduit will provide clean water to the communities and water <br />providers east of Pueblo. The sources of water for these communities have come under pressure <br />from pollutants to the point that they require considerable and expensive treatment to be in <br />compliance with EPA clean drinking water standards. The Conduit is the most economical and <br />efficient method to provide clean water for these communities. <br />The District has received a State and Tribal Assistance Grant (STAG) from the Federal <br />government fox $573,000 to continue with preliminary engineering and design work in <br />preparation for NEPA compliance, alternatives development, and design. The STAG requires <br />local funds of $496,068. Sources of funds for this local match include $100,000 from the <br />District, $96,068 from the participants in the Conduit, $100,000 from the Lower Arkansas Valley <br />Water Conservancy District (LAVWCD), and $200,000 from this grant which accounts for about <br />40 percent of the local match.
