The following Scope of Work, with each task outlined, is designed to provide the necessary <br />preparatory work prior to completing the next steps of moving the Conduit to actual construction <br />- the Environmental Impact Statement, and the Design of the Conduit. These tasks are important <br />issues that need to be addressed prior to NEPA evaluation and design of the Conduit. <br />SUMMARY OF TASKS <br />The pre-design development work will include the following categories: <br />Task Group 100: Project management / coordination <br />Task Group 200: Conduit Alignment and Technical evaluations <br />Task Group 300: Environmental Reviews and Permitting Needs evaluation <br />Task Group 400: Financial planning evaluations <br />Task Group 500: Water Supply Evaluations <br />Task Group 600: Participant Water Supply Planning Evaluations <br />Task Group 700: Contract Oversight and Coordination <br />Within each category are several tasks that will need to be accomplished during this pre-design <br />development work. These categories are further broken down into tasks and delineated in the <br />following sections that provide more detail for each category. <br />Task Groun 100 - Provide Proiect Management Coordination <br />The purpose of these tasks will be to develop the project organizational framework and establish the <br />communications plan. The Project Management Program will establish the tasks, schedule, costs, <br />standards, and deliverables for the project. <br />Specific tasks include: <br />Task 101- Conduct Project Development Workshop <br />A kick off workshop will be conducted with vital stakeholders to discuss and develop the organizational <br />structure for the project and to identify critical administrative and technical tasks. <br />Task 102 - Prepare Program Management Plan <br />A Program Management Plan will be prepared to include the major project tasks including pre-design, <br />environmental reviews, preliminary design, final design, bidding, procurement, and construction. <br />Estimated costs will be incorporated into the work plan to identify the project cash flow needs. <br />Task 103 - Identify Project Delivery Methodologies <br />Project delivery methods will be identified and evaluated including traditional design-bid-build, design- <br />build, design to 30%, and construction management at risk. Methodologies will be discussed at the Task <br />101 Workshop. <br />Task 104 - Develop Project Delivery Standards <br />Project delivery standards will be prepared which include design standards and references. The delivery <br />standards will provide guidance to those working on the tasks within the grant project to assure <br />uniformity of product and that the deliverable will meet the requirements of the grant. <br />2
