<br />TO: PROSPECTIVE CONSULTANTS <br />Subject: Cooperative Agreement Governance Committee and Water Management <br />Committee Request for Proposal -Channel Capacity Study for a Section of the <br />North Platte River <br />The Governance Committee implementing the 1997 Cooperative Agreement far Platte River <br />Research and Other Efforts Relating to Endangered Species Habitats along the Central Platte <br />River, Nebraska (Cooperative Agreement) is soliciting proposals to complete the above- <br />referenced channel capacity study. The study will be conducted for the Water Management <br />Committee. The Water Management Committee will review the technical adequacy of the study <br />and the project will be administered by the Governance Committee's Executive Director's <br />Office. The Water Management Committee was formed to assist the Governance Committee in <br />meeting water supply milestones outlined in the Cooperative Agreement for the development of <br />a proposed Platte River Recovery Implementation Program (Program). <br />In responding to this RFP, the Governance Committee requests the following information: <br />Scope of work for completing this project, including the technical approach to <br />completing the work by November 1, 2005. <br />2. Detailed cost not to exceed proposal to complete the project. The price proposal should <br />identify the costs for each task in the scope of work and the total cost for the study. (See <br />page 7 of this request for proposal.) Hourly rates and reimbursable expenses schedules <br />for the proposing firm and any sub-consultants must be attached to the detailed price <br />proposal. The contract will be awarded on a cost not to exceed basis for the total budget. <br />3. Resumes of key project participants and subcontractors proposed for this project. The <br />resumes should address experience on projects similar to this channel capacity study. <br />4. Description of Insurance shall be provided with the proposal. Proof of insurance will <br />be required before a contract is issued. Minimum insurance requirements will include <br />$1,000,000 general liability per occurrence. To the extent authorized by law, the <br />contractar shall indemnify, save, and hold harmless the Nebraska Community <br />Foundation, the states of Colorado, Wyoming, and Nebraska, the Department of the <br />Interior, and the Cooperative Agreement Executive Director's Office, their employees, <br />employers, and agents, against any and all claims, damages, liability and court awards <br />including costs, expenses, and attorney fees incurred as a result of any act or omission by <br />the contractor or its employees, agents, subcontractors, or assignees pursuant to the terms <br />of this project. <br />Please submit one (1) bound and one (1) unbound copy of your proposal OR an electronic copy <br />in pdf format by 5:00 p.m. on June 15, 2005 to: <br />Clayton Derby <br />Executive Director's Office <br />2003 Central Avenue <br />Cheyenne, WY 82001
