1? <br />Reservoir Coordinating Committee Items of Discussion <br />November 10, 1999 <br />The Reservoir coordinating Committee meeting (RCC) began at 9:10 a.m. at Lake <br />McConaughy, Ogallala, Nebraska. The following items were discussed and conclusions <br />reached: <br />The purpose of the RCC was discussed. <br />It was decided to record items discussed along with any conclusions reached at the RCC <br />meetings. The record of items discussed and conclusions reached would be sent to the <br />RCC members in draft form for review. <br />The number of ineetings per year was discussed along with the possibility of holding <br />additional meetings via conference call. <br />The difference between the RCC and the Environmental Account Committee (EAC) and <br />the best way to coordinate the two committees was discussed. It was concluded that <br />some joint meetings of the two committees may be the most efficient given the number of <br />similarities and the dependency of the committees on each other. <br />The distribution of available information and the dissemination of changes to annual <br />operating plans were discussed. Spring flow forecasts based upon snowpack, <br />temperature and other variables are available in April. Another meeting of the RCC was <br />scheduled for Apri126, 1999 at 10:00 a.m. Mountain Time at the Eagle Viewing Facility <br />at Lake McConaughy. This will be a joint meeting with the EAC. Updated forecasts and <br />operating plans from the South Platte Basin, the Bureau of Reclamation, The Central <br />Nebraska Public Power and Irrigation District (Central) and Nebraska Public Power <br />District (NPPD), and the Environmental Account Manager will be presented at this <br />meeting. If possible, the forecast information and operating plans will be distributed <br />before the meeting. <br />The availability of data and the location of data were discussed. It was concluded that the <br />RCC was not the appropriate committee to develop a central website where access to <br />pertinent data could be obtained. A committee of the Cooperative Agreement would be <br />more appropriate to organize the development of such a site. All participants at the RCC <br />meeting will develop a list of the data they have that is available to the public and the <br />location where that data can be found. These lists will be sent to Jeremie Kerkman, <br />compiled, and distributed to the RCC members. <br />Projected operations based on Central and NPPD's Annual Operations Plan (AOP) was <br />distributed to the group and discussed. A projection of flows at the Overton river gage <br />and the Grand Island river gage was also distributed and discussed. <br />Projected flows for the 2000 water year from Seminoe Reservoir to Guernsey Reservoir <br />were distributed and discussed.
