Gimbel <br /> Intrastate Water Management and Development Section <br />CWCB Director <br />Dan McAuliffe <br />DATE: November 9, 2008 <br />CWCB Deputy Director <br />SUBJECT: Agenda Item 10 – November 18-19, 2008 Board Meeting <br /> Water Supply Reserve Account – Amendm ents to the WSRA Criteria and <br />Guidelines <br />Staff Recommendation <br />Staff recommends that the Board approve the amended version of the Water Supply Reserve <br />Account (WSRA) Criteria and Guide lines and to direct staff to request approval of the amended <br />version by the IBCC at th eir next meeting. <br />Background <br />In October of each year the CWCB and IBCC join tly consider and make any necessary revisions <br />to the Water Supply Reserve Account Criteria and Guidelines. The subcommittee met on <br />th <br />October 28 and agreed upon several amendments. Fo r your review, a ‘redlin ed’ version of the <br />Criteria and Guidelines is attached. In summar y, the amendments involve the following areas: <br />1. Matching Requirement: For requests from the Statewide Fund, the applicants will be <br />required to demonstrate a 20 percent (or grea ter) match of the total request from the <br />Statewide Account. The matching funds may co me from the applicant, funds leveraged <br />from other sources, in-kind services, or WSRA Basin Funds. Past e xpenditures directly <br />related to the project may be considered as matching funds if the expenditures occurred <br />within 9 months of the date the app lication was submitted to the CWCB. <br />2. Allocation of funds between Basin and Statewide Accounts: On July 1, 2009, $300,000 <br />will be allocated to each Basin Account ($2.7 million total) and the remaining $7.3 <br />million will be allocated to th e Statewide Account. If the annual funding is other than <br />$10,000,000, the Statewide Account will receive 73% and the aggregate Basin Accounts <br />will receive 27%. The subcommittee agreed to revisit this item each year. <br />3.
