Exhibit A <br />Scope of Work <br />SPDSS Relational System Integration and <br />Water Rights Administration Components <br />November 17, 2002 <br />Introduction <br />Following is the Scope of Work for the Relational System Integration and Water Rights <br />Administration components of the South Platte Decision Support System. The objectives of this <br />scope of work are as follows: <br />To enhance the existing Colorado's Decision Support Systems to include data and tools required <br />for application to the North Platte and South Platte River basins. <br />2. To coordinate and share the Relational System Integration and Water Rights Administration <br />investigations with water users, the State, and other SPDSS Contractors. <br />Table l lists the activities that have been identified in this Scope of Work to achieve these goals <br />in Phase 1 and Phase 2. All tasks will be performed by the Relational System Integration and <br />Water Rights Administration Contractor, Riverside Technology, inc. <br />Terms and Definitions <br />^ Study Period. The study period to be used for the throughout this Scope of Work for <br />budgeting purposes is 1950 through 2000. <br />^ South Platte River Basin. The area included in the SEO's Division 1, except for the <br />Republican River drainage. <br />^ North Platte River Basin. The area included in the SEO's Water District 47 in Division <br />6. <br />^ Computing Environment. Development performed under this scope of work will be <br />accomplished in an environment compatible with the State's computing environment <br />(Windows 95, NT, and 2000). The State's HydroBase database design, HydroBase, will <br />be used as the starting point for database design activities. HydroBase has been <br />implemented using the Microsoft SQL Server relational database management system <br />under the Microsoft NT and Windows 2000 operating systems functioning as a central <br />server. Portions of the database are currently distributed as Microsoft Access files. To <br />be consistent with the State's "System Methodology Policy for Retrieving and Updating <br />data from the Division of Water Resource's Information Database", Microsoft Access <br />
