will be replaced with stand-alone "msf' files compatible with SQL Server. Programs
developed under this contract will function using the SQL Server database environments
using the Microsoft Data Engine (MSDE) technology. To minimize disrupting the State's
production database environment the existing CRDSS machine at RTi will be used for
database development and testing.
Software Development All Software development will be compatible with the State's
development environment, which currently includes Java (Sun Microsystems) and
Microsoft tools (SQL Server, MSDE, Visual Basic, etc.). All new development will
occur using the newer Java tools (for example Java 1.4.0) and interact with HydroBase as
per the State's "System Methodology Policy for Retrieving and Updating data from the
Division of Water Resource's Information Database".
Database loading approach. The State of Colorado HydroBase database administrator
(HydroBase DBA) has primary responsibility for loading and updating data in
HydroBase. Data processed as part of the SPDSS may be manipulated in a copy of
HydroBase at RTi but will be provided to the HydroBase DBA in a format as specified
by the HydroBase DBA. The data will then be loaded into the master copy of the
HydroBase database and will be made available to system users. Software developed to
interact with HydroBase shall occur as per the DWR's "System Methodology Policy for
Retrieving and Updating data from the Division of Water Resource's Information
Database" document.
^ Abbreviations used throughout this scope of work include the following:
Abbreviation Description
CWCB Colorado Water Conservation Board
SPDSS South Platte Decision Support System
SEO State Engineer's Office
FY Fiscal Year (e.g., FY 2002 is July 1 2001 to August 31
2002).
Fiscal Year 2002 roughly corresponds to Phase 1 of the
SPDSS project while FY 2003 corresponds to Phase 2.
CWRAT Colorado Water Rights Administration Tool
