CRDSS <br />TASK MEMORANDUM 1.05-26 <br />Study of System Integration Issues <br />User Involvement Issues <br />1.0 ISSUE <br />The user involvement program (UIP) seeks to facilitate two-way communication between CRDSS <br />developers and users in meeting the goals of the CRDSS. The intent is to augment the efforts of the <br />CRDSS developers in promoting and facilitating their interactions wi th the CRDSS users, as well as <br />to seek information from the users to enhance the CRDSS database, models, and interfaces. The <br />outcome sought is that the CRDSS meet the needs of the users, and that the users develop a basis for <br />"ownership" of the CRDSS which sustains its beneficial use. In general, the user involvement <br />process is part of the product - a working and accepted CRDSS. <br />The overall goals of the user involvement program are several: <br />(1)Reiterate and refine the users' statements of needs, priorities, and preferences, <br />(2)Promote understanding and consensus on CRDSS objectives, design, conduct, and <br />outcomes, <br />(3)Provide a means to inventory and collect data and information from CRDSS users which <br />will be incorporated into the CRDSS, and <br />(4)Provide opportunity for CRDSS users to influence its development and ultimate realization, <br />and to coordinate evaluations of technical options. <br />During Phase I of the CRDSS project, UIP representatives have attended and participated in <br />meetings of the CRDSS Project Team and technical subcommittees, and have collected and reviewed <br />documentation pertaining to CRDSS topics. The intent has been to "discover" issues relating to <br />CRDSS development an d implementation which the users articulate. The discussion below <br />summarizes the issues identified during Phase I. The issues are categorized into major groupings <br />which are in turn correlated with CRDSS project elements. Conclusions are then drawn and <br />recommendations posted. <br />2.0 DISCUSSION/ANALYSIS <br />A variety of meetings have taken place during Phase I among the CRDSS Project Team, the State <br />management team, and the technical subcommittees for database, models, and GIS/GUI. The <br />meetings provided the opportunity for substantive communication on task goals, procedures, and <br />work products. Discussions and documentation associated with these meetings also provided the <br />opportunity to identify issues of concern to the participant developers and users. <br />1 <br />A275 05.10.94 1.05-26 Johnson <br />
