Definition of CRDSS Users
CRDSS users include anyone involved in developing an d using the CRDSS and its information
products - current or future, directly or indirectly. CRDSS users have been identified through their
membership at CRDSS meetings held during Phase I. Users include State DNR staff and Technical
Advisory Committee (TAC) members. The CRDSS users include State of Colorado CWCB and
DWR staff charged with the management of the CRDSS project, DNR executives involved in
developing the project concept and funding, and DNR staff involved in the various water
management activities which may be aided by the CRDSS. Members of the Colorado State
Legislature, particularly those who spoke for developing the CRDSS, should also be considered
CRDSS users. The TAC is charged with providing guidance to the State on the project; the technical
subcommittees also provide guidance and feedback on technical aspects of the principal project
elements. By extension, various staff of some of the TAC and technical subcommittee agencies may
be considered potential users of the CRDSS. Listings of members of these committees are attached.
As the CRDSS project proceeds, the listing of users will likely expand. That is, lack of membership
on an advisory committee should not preclude an agency or person from making input to and
participating in the project. The list of users will also include profiling of the nature of their interests,
information needs, and other characteristics.
Categorization of Issues
The issues identified through communication with CRDSS users have been sorted into five major
categories, including: (1) protocols, (2) scenarios, (3) interface, (4) training, and (5) maintenance and
evolution. These categories are somewhat interrelated. Those tagged with a "*" indicate that these
issues are being addressed in the current plan of study.
User Involvement Issues
Issues of Protocol . Issues of protocol relate to conven tions for conducting the CRDSS
development and implementation. A listing of recorded questions is presented below. Questions
have been raised about the suitability of procedures on all levels, ranging from the role of the
technical subcommittees in model selection to the nature of agreements for CRDSS
membership to the ultimate role of the CRDSS in formulating State water policy. Many of these
issues are being addressed through current project management and CRDSS development
directives. Other issues relate to profound water policy aspects of the CRDSS and will require
extensive consideration by decision-makers to obtain resolution.
*Who are the users and what are their information needs?
?
- Do the TAC and technical subcommittees represent the spectrum of users?
2
A275 05.10.94 1.05-26 Johnson
