Definition of CRDSS Users <br />CRDSS users include anyone involved in developing an d using the CRDSS and its information <br />products - current or future, directly or indirectly. CRDSS users have been identified through their <br />membership at CRDSS meetings held during Phase I. Users include State DNR staff and Technical <br />Advisory Committee (TAC) members. The CRDSS users include State of Colorado CWCB and <br />DWR staff charged with the management of the CRDSS project, DNR executives involved in <br />developing the project concept and funding, and DNR staff involved in the various water <br />management activities which may be aided by the CRDSS. Members of the Colorado State <br />Legislature, particularly those who spoke for developing the CRDSS, should also be considered <br />CRDSS users. The TAC is charged with providing guidance to the State on the project; the technical <br />subcommittees also provide guidance and feedback on technical aspects of the principal project <br />elements. By extension, various staff of some of the TAC and technical subcommittee agencies may <br />be considered potential users of the CRDSS. Listings of members of these committees are attached. <br />As the CRDSS project proceeds, the listing of users will likely expand. That is, lack of membership <br />on an advisory committee should not preclude an agency or person from making input to and <br />participating in the project. The list of users will also include profiling of the nature of their interests, <br />information needs, and other characteristics. <br />Categorization of Issues <br />The issues identified through communication with CRDSS users have been sorted into five major <br />categories, including: (1) protocols, (2) scenarios, (3) interface, (4) training, and (5) maintenance and <br />evolution. These categories are somewhat interrelated. Those tagged with a "*" indicate that these <br />issues are being addressed in the current plan of study. <br />User Involvement Issues <br />Issues of Protocol . Issues of protocol relate to conven tions for conducting the CRDSS <br />development and implementation. A listing of recorded questions is presented below. Questions <br />have been raised about the suitability of procedures on all levels, ranging from the role of the <br />technical subcommittees in model selection to the nature of agreements for CRDSS <br />membership to the ultimate role of the CRDSS in formulating State water policy. Many of these <br />issues are being addressed through current project management and CRDSS development <br />directives.
