Chatfield Reallocation FRlEIS Study Meeting
Tetra Tech Conference Room, Lakewood, Colorado
Thursday, January 31, 2008: 9:00 am - 12:00 pm

1) Introductions and Welcome
. Betty Peake, Gene Sturm and Eric Laux (CO E) joined the meeting via
conference call from Omaha, Nebraska.
. Tom Browning (CWCB) announced that Dr. John Roach from Trout
Unlimited has joined the Technical Team as a special technical advisor.
He also thanked the Cooperators for coming to the board meeting. There
was one small change in paragraph three of the bill: the phrase "the
CWCB is working in consultation" was changed to "the CWCB working in
equitable partnership". It was changed to show that the CWCB and the
Cooperators are working in good faith. The change is currently in
legislative drafting.

2) Project Schedule and Discussion of Preliminary Draft FRlEIS Chapters
. Eric began the discussion by reminding the Cooperators that they have
received Chapters 1, 2, 3, and 6 and the Water Quality Appendix.
. Gary Drendel (Tetra Tech) said that Chapter 4 is in progress and they are
currently tying up loose ends, adding impacts from proposed pipelines and
Penley Reservoir. The topographic datum will be updated when the
contract mod is finalized. A draft of Chapter 4 should be ready the week
of February 11th; pending the mod (for the topographic datum). Tetra
Tech has a rough internal draft of Chapter 5 and Gene Sturm has been
sent a copy for initial feedback. Gene has to sit down with the COE
Program Management department and make sure the numbers are
accurate. Gary thinks that Chapter 5 will be complete a week or two after
Chapter 4. Gene will have time to work on this next week and give
feedback to Chuck Hillerson (Tetra Tech).
. Eric asked Rick McLoud (Centennial WSD) and Katie Fendel (Leonard
Rice Engineers/City of Brighton) how the reviews of the other chapters are
going. Rick thinks the Cooperator's review comments for Chapters 1, 2,
and 6 should get in one week before the next meeting. Dave Geiger
(Colorado State Parks) is coordinating with other state entities and he is
not sure of their timeframe for completing reviews.
. It was decided that Cooperator comments for Chapters 1, 2, 6, and
possibly the Water Quality Appendix would be done by Monday, February
18th. Betty suggested that they stagger deadlines so that she doesn't get
all of the comments at the same time. Betty will be reviewing and collating
the comments before handoff to Tetra Tech. Rick pointed out that the
nature of the way the Chapters are coming to Cooperators means that
they will get comments back staggered.
. The general consensus of the group is that the review of Chapter 3 will not
be done by February 18th.

1

Tetra Tech
